One of my "neighbor" friends was told me that she received a big packet of information from her builder's lawyer and that effective October, 2019, the new build house that her and her husband have called home for the last 5 years will now have, or be formed into a homeowner's association. Has anyone ever heard of that being done after the home is purchased and the neighborhood developed? That almost sounds illegal.

I have heard of something similar. Here in Washington State the builder can serve as the association until the development it built out and then a successor association is formed. There should be some reference to this within your friend's "closing" papers. In her package from the lawyer there might be a reference to the applicable state laws.

What would "neighborhood homeowner's association" be responsible for doing or overseeing? I've seen where homeowners will get together in the winter and contract with a company to have their snow plowed however our city plows residential streets. There is no common ground to erect a play scape, place a park bench, beautify so would there be monthly or annual fees and if so, for what?

In some areas, mine included, some of the utilities such as the storm drain are privately owned rather than belonging to the municipality. Other times the association exists to enforce neighborhood appearance standards. There's a process called dedication which is an official map designating which improvements are handed over to the city and which are retained privately. PM me with the neighborhood details if you want and I can most likely get the document called the plat map.

If there is a member who you believe to be fake because you recognize their cropped photos from a site like pornhub or xhamster where the whole picture is displayed...

What is considered the next appropriate action?
