I don't think so, as I inadvertently tried to enter the same picture at two different times in two different contests, and I received a message something to the effect of...

It's boring seeing the same pictures over and over and no one wants to see that. Use a different picture for this contest.

I giggled and picked a different picture... I believe you could easily go around that by having the same picture uploaded twice. Then the system would only recognize each individual link address although same picture.

To respond to the last sentence; says who? If I recall correctly, that was a change admin implemented based on a recommendation made by another member. Yes, the rationale provided with her thoughts were that it would encourage folks to continue to upload fresh pictures HOWEVER sometimes it is difficult to do so. For every 20 pictures you take, you MIGHT find a good picture in the bunch.
