Yes, any member is eligible to refer a member.
Yes, there is a "freeze" option, that was implemented to halt the voting process for up to 24 hours. Example for freeze, the member has been accused of posting internet pictures, the member freezing the process would reach out to the accused and suggesting the deletion of web pictures, possible clarification of age, a multitude of reasons.
And my opinion, I would like every voting member to provide a reason for the vote regardless of whether they vote NO or GO.
There was something that CountryCouple54 posted recently, it was about a longtime member, probably 5+ years, that was quickly deleted by the Evaluation Panel because he had posted an internet picture. It is sad that 5 rather new voters swooped in and voted to delete the member who had uploaded many legitimate pictures. And if I recall correctly, the member that was deleted was referred by a member that was previously banned for a more egregious reasons. The sad thing is, the "rules" are so inconsistent that I find it difficult to vote to delete another member.
I found CountryCouple54's post;

Pics that are not visible on a members page should never be a cause for deletion unless they involve criminality and then maybe admin should be informed.
As admin has stated the panel is really aimed at removing people aiming intentionally to mislead other members not people who post the occasional internet pic.
No guidelines. If you do not have any common sense you should not participate here! If you "freeze" deletion of something really important like ch.ild porn you are banned from the site no matter what.
MY GUESS, there are a number of voters that lack common sense.
A new member, Moniuqe10 , a profile established almost two weeks ago, posts a picture of another member as if it is her own.
In the case of new members, I'm not "lenient" in my thinking toward them. Also, I find "stealing" from another member is a more serious offense than using a random picture from the internet. There were only three votes made and the voting process was frozen. The member freezing the voting process left the following rationale;
"Has anyone just asked her?"
What should Moniuqe10 be asked and just who is "anyone"?
If I saw such an infraction from a new member I would tell them before making an abuse report and give them a chance to rectify the situation and we can all go on with our lives. I would also tell them that it's a deletable offence.
I'm sure she knew it was wrong but a long term member would know that it's a deletable offence.
I did send a PM to Monique informing her to remove ANY photos that are not hers and explained the consequences she faces if that didn't happen.

Post only your own photos or photos of people you have their explicit permission to post, all should be over 18 years old at the moment of shooting. Do not post Internet images pretending they are your photos.
If you do something you should not you may be reported by other members and your account may be deleted without any warnings.

You are naive if you think people posting other people's or Internet photos as their own are making a honest mistake.
When I recently built the site I was surprised to learn this. Literally they gave as an explanation something like this: "I come here to jerk off and I don't care if the girl is real, I see pretty face and hot body and chat with what may be some fat truck driver in reality behind that cute face, but it's still good enough for me if they say right words in the chat."

It is really too bad that lanser1026 is not able to think independently from "some other very popular members". And also too bad that they feel so negatively about members that disagree with them.
If anyone is friendly with them, let them know we can further discuss this privately, if they like.

This was what was written in this thread; "I think it's obsene that a member games the system to win almost 2500 points." In another thread they posted; "One couple won 25 contests and got almost 2500 points. First, they have the advantage of being able to enter the contest for women and for men and, according to admin, they have 700 people who friended them and they get notified this couple is in the contest. I understand they are very likeable but there has to be a way to even the contests."
Seems like you are being thrown under the bus. I cannot understand the motivation behind why they have chosen you to make an example of.
Heck, "concealing" gifts, or in this case trophies, has been a strategy used by many PREMIUM PAID and/or DIAMOND members so that I can't get jealous that so-and-so gave you this and all I received was a 5 point "kiss" OR in this situation, a prying and nosey member is cyber stalking your page. Again, I find it odd that any member would choose to call out just ONE MEMBER when there are "some other very popular members" that they could also make an example of.
Your posts here really sound like they are all butt-hurt because they don't win as many of the pic contests as they would like to and they are using you as a puppet to whine about it for them.

Yeah, beginning of January, I was referred to the Evaluation Panel for deletion and was "attacked" by two separate and brand new profiles. Hmmmmm.....I wonder who ordered those "attacks"?

I never suggested that I wanted to have you banned from the site, what I said is that I could blacklist you. Yes, if I blacklist you, it's a way for ME to prohibit YOU from posting on my blogs, entering the contests that I create OR posting in my forum thread(s). Are you so wound up and ready to attack that you forget it was YOU that said there were 181 pages of topics for you to post on and that in order to not succumb to temptation you were deleting this forum from your list? ME, being sarcastic said should I blacklist you so you aren't able or tempted to. Again, you see what you want to see, you read into it what you want to and you apparently picked only one member to call out for what you believe, is unfair. Rather than "pick on" CountryCouple54, be bold enough to make examples of your friends or "some other very popular members"!
