In the Poconos here is Pennsylvania there is a nudist resort. It's a really nice place that always had a good mix of men and women. It was a family friendly place too and when my son was younger we(I was married at one point) would take him as well. It's where he learned not to be ashamed of his body. So to answer your question, some places have age restrictions, some do not.

In USA New Jersey (federal land) there is no age restriction. Mostly guys, but maybe half as many or at least a third of them are women. of all ages, young and old. Very few in the teen years.

In many places in the world, nude beaches have no age restrictions. However, they are not places where one goes to have sex in public... If you want to just look at naked women (of all sizes and ages!) nude beaches are good place to go. Of course, you may be lucky too and find a girl who fancies your cock. Problem is this, however.
