I would say, just by this comment, he's ignorant. He grew up in another time, when education was cheap and less required to be given any chances to improve yourself.

I'm sure he worked hard, but in his time working hard could still amount to anything. He also had a lot of luck, of which people need much more now than several decades before. Just because his hard work resulted in his wealth, there's only a slight chance that your hard work today will amount to the same. But you are correct about the risk taking. However, for every 10 people who are in any position to take a risk that results in any success, 9 fail. That doesn't mean he's better or smarter than the 9 who failed, he was just lucky.
