The key to successful pumping is coating the whole area with Vaseline. Snap on a latex glove, lube up everything you want to pump up, and go to town. It'll take a couple of hours (or more) but it's always worth it. The reason for the Vaseline is that it protects the sensitive skin from the vacuum formed inside the cylinder. Pumping dry is where you get burst cappillaries and skin that feels as if it's been rubbed with sand paper. And the Vaseline makes it nice and soft for whatever action you have planned after!

I used a pump for a while,,,,good fun,,,,but it didn't have any lasting effects for me. All I managed to do was to make some good "donuts" rather than enlarging the whole shaft.
It felt pretty good after a pumping session, but that only lasted a short time. I have seen some huge pumped dicks, and balls filled with saline.

I don't think the silicone is a good idea, at least the saline will dissipate through the body.
