Difficulty in placing pic in "top banner"?

Why, everytime I click on the link to place a pic on the main top banner I get refuced...can anybody help!!!

As I told you in private it's some kind of pop-up blocker. Or you have too harsh restrictions in your browser or some third-party software additional to the browser.
