I think it depends largely upon the location. John Lewis department store toilets are far less likely to yield results than the local public loos where men may go for the specific purpose of meeting others for a wank. I've tried both types of location with only limited success. The local public loos are almost guaranteed to produce results where fellow urinators are keen for others to look and more.
