I think it very much depends on the individual and if they are soft or hard and how much they grow. For example mine is small when soft but then grows to average when hard. I like being nude in public, my parents were naturists so it is natural for me but if I am on a nude beach or in the gym showers it is clear to me that I am on the small side.
